There are three local taxi companies: Eko-Taxi, hybrid vehicles Phone 1414. Radio Taksi Zagreb Phone 1777. There is no surcharge at night or for luggage. If you call for a taxi you will pay for the taxi to arrive. There's also Uber which is somewhat cheaper.

Zagreb is really easy to get around. You can easily walk to many of the things you will want to see. However, Uber is available in Zagreb as well. When getting into the Zagreb airport, there were many taxis waiting but we ordered an Uber to our hotel. There is also a tram system that is available in the city.
