Lord of the Rings. Tolkien basically took a scholar's approach to myth, history, and language, and wrote the book that would birth the modern medieval fantasy genre. Game of Thrones has a more grounded and gritty slant to it, but still owes much to Tolkien.
They have changed a lot of things from the books, so it shouldn't be surprising. As far as "actual plot development", they developed Ramsay's character, introduced Reek, and initiated Yara/Asha going to try and rescue Theon. Those seem like actual plot developments to me. Now that I’m on book 4 with the audiobooks is absolutely Jamie, I look forward to his chapters bc i know I’m gunna laugh. Second place would still be Tyrion but I really appreciate hearing Jamie’s dialogue in the books.

The books can use five different secondary characters to get that point across, in the show Margaery and Loras together basically must represent all of House Tyrell.
